Ukraine Peace Plan Drafted by US With ‘Input’ From Russia, Says Marco Rubio
According to a team of US legislators, the Trump-supported peace plan is a Russian wishlist as narrated by Marco Rubio. The US diplomat in chief however maintains it to be US authored.
HALIFAX, Nova Scotia — Legislators facing President Donald Trump on his strategy to end the dispute between Russia and Ukraine said Saturday that they talked to Secretary of State Marco Rubio who informed them that the peace strategy Trump is urging Kyiv to take, is a wishlist of the Russians and not the offer providing Washington its posts.
The spokesperson of the State Department refuted their claim terming it as outright false.
Rubio himself went even further and online proposed the absurd, that the senators were wrong, although they claimed he had been their source of the information. The secretary of state reiterated his claim that Washington had been the cause of a proposal in which so many had been surprised at the very first indications would have given way to Moscow.

It all came to a baffling -and possibly embarrassing- twist of fate to an otherwise Trump administration-blessed peace plan that already had a potentially rocky future.
The 28-point peace plan leaked by the U.S, which the White House described as fruit of a month of labor between Rubio and Trump envoy Steve Witkoff and contributions of what the White House said was both Ukrainians and Russians, was released. The plan concedes to numerous Russian demands that Ukrainian President Volodymyr Zelenskyy has said categorically on dozens of occasions, such as ceding large territories. Trump indicates that he would like Ukraine to take the plan by the end of next week.
“This administration was not responsible for this release in its current form,” said Republican Mike Rounds from South Dakota, speaking at a security conference in Canada. “They want to utilize it as a starting point.”
Rounds said “it looked more like it was written in Russian to begin with.”
The senators stated that they had discussed the matter with Rubio after he approached some of them on his way to Geneva to discuss the plan. Independent Maine Senator Angus King indicated to them that the plan was not the plan of the administration but rather a wish list of the Russians by Rubio.
The bipartisan team of senators that is composed of old legislators, one of the most concerned with foreign affairs, came out to deliver the message of Rubio on the call, at the press conference.
“The peace proposal was authored by the U.S. It is offered as a strong framework for ongoing negotiations,” Rubio posted on X. “It is based on input from the Russian side. But it is also based on previous and ongoing input from Ukraine,” Rubio wrote.
According to a spokesperson of the State Department, Tommy Pigott, the senators were blatantly lying.

The senators had previously stated on the same day that the plan would only benefit Moscow in its aggressions and give a lesson to other leaders who have posed threat to its neighbors.
“It rewards aggression. This is pure and simple. There’s no ethical, legal, moral, political justification for Russia claiming eastern Ukraine,” King stated in a panel debate at the Halifax International Security Forum, Canada.
The proposal was welcomed late Friday by the Russian President, Vladimir Putin, who said that it can be the foundation of a final peace settlement should the U.S. be able to persuade Ukraine and its European allies to accept it.
In an address, Zelenskyy did not dismiss the plan directly, but demanded fair treatment and promised to continue to work or collaborate peacefully with Washington as well as other partners in what he termed as indeed one of the hardest moments in our history.
The Halifax International Security Forum is an annual event that brings some 300 individuals to the Westin hotel in Halifax in its 17th year. The forum draws military officials, U.S. senators, diplomats and scholars but this year the Trump administration barred the U.S. defense officials to participate in the activities of the think tanks, such as the Halifax International Security Forum.
The visit by a very large number of U.S. senators this year was partly due to the poor relationship between Canada and the U.S. Trump has antagonized his neighbor with a trade war and insisting that Canada become the 51 st state of America. A large number of Canadians are no longer willing to travel to the U.S. and states along the border such as New Hampshire of Shaheen are experiencing a drastic decline in tourism.
