Will Decide on School Complex System Before Teachers’ Day: Himachal CM

The government will definitely come to a decision on the New Complex System before Teachers' Day, primary teachers have been assured by Sukhwinder Singh Sukhu, Chief Minister of the state of Himachal Pradesh, Sunday.

The government will listen sympathetically to whether the system needs improvement and/or whether it should be withdrawn, he said.

The New Complex System (School/Cluster Complex System) is an educational administrative reform program whereby 15 to 20 primary and middle schools are integrated under the leadership of a single principal or Cluster Head.

On Sunday hundreds of primary teachers, under the banner of Primary Teachers' Association, assembled on the Chaura Maidan here to protest against the New Complex System and demanded that the government revoke its notification in this regard issued on 23rd September 2025 immediately.

Chief Minister Sukhvinder Singh Sukhu also went to the protest place where he spoke to the protesting primary teachers and informed them to consider their demands.

Pointing to the upcoming meeting between the government and teacher association, the chief minister told the protestors that a "fair and sympathetic decision" would be taken with respect to the New Complex System.

He also said that the suspensions of protesting primary teachers, departmental enquiries and FIRs would be dropped.

He said that the head teachers, centre head teachers and block elementary education officers (BEOs) will not lose their powers. Sports activities in primary schools will also be restarted.

The chief minister also said that the teachers of Junior Basic Training (JBT) will be promoted to TGT (Trained Graduate Teacher) posts. The demands made by the teachers' association were discussed in detail in a meeting with the teachers' association representatives at the secretariat Saturday, he said.

Sukhu said that their interests will be safeguarded and that the government is undergoing significant changes in education.
