A letter issued in this regard stated that as per Section 163 of Bhartiya Nyay Sanhita in the district, no one from outside will be allowed to enter.

Sambhal has been a flashpoint since Nov 19 when a court ordered survey of a Mughal era mosque was conducted after claims that a Harihar temple existed at the site. Tensions escalated during the second survey on Nov 24 and clashes broke out between protesters and security forces near Shahi Jama Masjid. Four people were killed and several injured.
"it is requested that considering the communal sensitivity of Sambhal district, vigilant monitoring of the proposed activities of Leader of Opposition Rahul Gandhi Ji be ensured, and appropriate arrangements be made to prevent him from entering the boundaries of the district. Kindly direct the concerned authorities to take necessary action in this regard," the letter written by DM Sambhal added.
