Pakistan Passes 27th Amendment: Pakistan managed to ratify the 27 th constitutional amendment on Monday which in effect institutionalised the military domination.
Top Indian intelligence sources have indicated that the fundamental motive of this important piece of legislation is to institutionalise the superiority of the Pakistani army chief Field Marshal Asim Munir.

According to the sources of intelligence, one of the most radical transformations that the amendment initiated is the restructuring of the military command. They said parliament has passed laws on the establishment of a single command mechanism.
The first and foremost thing they said was that all the armed forces will now be under the operational scrutiny of the office of the army chief. This command centralisation is estimated to strongly water down the existing power and control of civilian defence institutions, hence strengthening the institutional position of the military, they opined.
According to the sources, the amendment contains strategic considerations to avoid political accountability by being subjected to judicial scrutiny. They said the legislation will establish a federal constitutional court.

They claimed the powers of this new court are designed to inhibit the Supreme Court in questioning or poaching in political or military issues. This has been clearly described as a tactical move to counter judicial intervention in situations where the military takes part in army-sponsored governance or election fraud.
More information indicates that the Inter-State Intelligence (ISI) legal officers played significant roles in writing significant parts of the bill, as their primary goal was to formalise the military control of courts as the sources indicated.
On political front, they said that the amendment is also a form of control during pre-election period. It restricts provincial autonomy directly and increases federal discretion on key appointments, they added.
The sources revealed, this move is specifically meant to control the expected provincial unrest especially in provinces like the Sindh and the troubled Khyber Pakhtunkhwa. Collectively, these reforms entrench a military-based system, which is considered advantageous to the security commitments of China within the CPEC (China-Pakistan Economic Corridor), they claimed.
