Gujarat ATS Arrests Three Suspects Planning Terror Attacks Across India, Arms Recovered
The accused, one of whom is from Telangana and two of which are from U.P., were in Gujarat to conduct a weapons exchange, and conspired to do terrorist activity involving the very dangerous poison 'ricin' according to the official.
The Gujarat Anti-Terrorist Squad (ATS) has detained three individuals, including a physician, who were allegedly conspiring to execute a large-scale terrorist assault through weaponry and chemicals, the official reported on Sunday (November 9, 2025).
The suspects, one of whom is a resident of Telangana and the other two are citizens of Uttar Pradesh, travelled to Gujarat for the intent of weapon trade and to continue the conspiracy to perform terrorist acts, which involved a strong toxin known as ‘ricin,’ Gujarat ATS DIG Sunil Joshi said.

The three accused, also disclosed that their handler transfers the arms shipment through a drone across the border from Pakistan, the official stated.
After receiving the information, an ATS team arrested Dr. Ahmed Mohiyuddin Saiyed on November 7, who lives in Hyderabad of Telangana, and locating him in possession of two Glock pistols, a Beretta pistol, 30 live cartridges, and four litres of castor oil near Adalaj in Gandhinagar, Mr. Joshi informed reporters.
When he was interrogated, Saiyed began to disclose the terrorist project he was involved with, and he acquired the weapons after recovering them from an isolated area at Kalol in the Gandhinagar district.
The official also stated that Saiyed's handler, Abu Khadija who was an Afghan resident working with and on behalf of the ISKP (Islamic State Khorasan Province) was also in contact with other Pakistani individuals.
“To execute a major terrorist attack, Saiyed, who earned his MBBS degree in China, has been preparing a highly lethal poison named ‘ricin’. He had already started necessary research, procured equipment and raw materials, and initiated the initial chemical processing,” Mr. Joshi said.
He stated that Saiyed is well-educated and has been radicalized, and that he had conspired to raise funds and recruit people for serious terrorist activity.
Based on information obtained from Saiyed's mobile phone, the ATS team also nabbed individuals who provided weapons to him, he said.
The other accused, Azad Suleman Sheikh and Mohammad Suhail Mohammad Saleem, both of Uttar Pradesh, were captured in the Banaskantha district, the official said.
The two had allegedly retrieved weapons from Hanumangadh in Rajasthan to give to Saiyed, Joshi stated.
“The preliminary probe has revealed that the accused had recced several sensitive locations in Lucknow, Delhi and Ahmedabad. When questioned about the source of weapons, they disclosed their handler sends the arms consignment via drone across the Pakistan border,” he said.
The official states that the three have been charged under the Unlawful Activities (Prevention) Act (UAPA), the Bharatiya Nyay Sanhita, and the Arms Act, and that Saiyed has been remanded in ATS custody until November 17, with the other two being produced in court on Sunday (November 9, 2025).
Whether they are associated with the ISKP is part of the investigation, and the official stated Gujarat ATS is also investigating the case across state lines.
