The victim is recognized as Sandeep Lather who was on duty with the cyber cell of Rohtak Police.
ASI Sandeep in his last video supported the former Rohtak SP Narendra Bijarnia who was hospitalized after the incident. In the video, Sandeep described that Bijarnia is a truthful police officer.
According to police sources, Sandeep had a part to play in the arrest of head constable Sushil Kumar, who was an aide of Puran Kumar, an inspector general in the Rohtak district who was discovered with a gunshot wound in his Chandigarh home last week.
"ASI Sandeep was a very hardworking and an honest person in our department. We received information that a body has been found after which we reached here," Rohtak Superintendent of Police S S Bhoria told reporters at the incident site.
Asked about the video and the note, he said, "To say anything at this stage is difficult. The forensic team is investigating."
Here's what happened
In one of the videos shot just before his death, Sandeep made such serious allegations of Puran Kumar and likened his action with the sacrifice made by freedom fighter Bhagat Singh.
He is heard saying that “the country will awaken when we sacrifice ourselves on the path of truth."
Puran Kumar was a recent name that came up in a bribery scandal.
In the name of Puran Kumar, a liquor contractor in Rohtak had filed an allegation against head constable Sushil Kumar demanding a bribe of 2.5 lakh rupees, according to the PTI news agency.
The case later resulted in the arrest of Sushil Kumar.
Puran Kumar was 52 years old and was recently appointed the Inspector General, the Police Training Centre at Sunaria, Rohtak.

IPS officer Puran Kumar 'suicide' case
Kumar, who died by suicide reportedly at his home in Chandigarh last Tuesday, had listed 16 senior IAS and IPS officers in his note and blamed them as having harassed him, and openly holding them personally accountable as the reason behind his having taken the extreme measure.
Kumar was a rank additional director general of police (ADGP), who allegedly shot himself in his government quarters in Chandigarh.
The report made by them led to the coded off of the area by the police who, in turn, retrieved the weapon and invited forensic teams.
After his death, the Haryana state director general of police was put on leave and the superintendent of police of Rohtak, Narendra Bijraniya, was relieved and replaced with Surinder Singh Bhoria, the officials confirmed on Saturday.
The FIR filed by the alleged suicide case Puran Kumar in Haryana has been amended to provide the SC/ST (Prevention of Atrocities) Act provisions after his wife, senior IAS officer Amneet P Kumar had requested it to be amended.
The Amneet P Kumar had addressed the police requesting the provision of that part of the law which she termed as the proper part, namely 3(2)(v) having argued that the earlier provisions that had been invoked were watered down.
On Sunday, Chandigarh IG Pushpendra Kumar who is heading a six-member Special Investigation Team investigating the case confirmed that the FIR has been amended with additional Section 3(2)(v) of the Act.
