No HC Directive to Reinstate Dismissed APSC Officers: Himanta Biswa Sarma, the Chief Minister of Assam, Guwahati on Friday said that the decision passed by the Gauhati high court in the SC scam of cash-for-jobs would not direct the state government to bring back the sacked black sheep officers.
According to him, the order had in no way requested to issue out the so called non-stigmatic discharge letters to these former officers with the aim of which they can be hired again in the future.

"We examined the HC order yesterday. There is no directive to reinstate the dismissed officers in their jobs," Sarma said at a press conference, based on the June 20 court order, in a case which involved the job scam in the Assam Public Service Commission.
"We have been only told that the discharge order be made non-stigmatic one, with no mention of the SC or anything, and that they were dismissed for unsatisfactory performance. The court has asked for it so that they can seek employment elsewhere in the future," he claimed.
According to Sarma, the new discharge letters would be issued to the civil, tax and other service holders.
The court has directed the government to reinstate the tainted Assam Police Service officers who had not even completed the probation period when they were dismissed as it was expected that the government would complete the departmental proceedings within three months and it is on the government whether to retain or dismiss them after that the CM said.

"We are examining whether we have to move the Supreme Court with regards to the S part," he added.
He insisted that the order issued by the HC has literally shut all the doors on the tainted officers and said, "I have heard that the dismissed officers may now go to the apex court as this order doesn’t help them in any way."
The cash-for-jobs scam by SC was unearthed in 2016, and the police arrested more than 70 individuals including its former chairman Rakesh Kumar Paul and 57 civil service officials as far as the investigation was carried out.
