Manipur CM Biren Singh Backs Stricter Aadhaar Issuance Measures: Former Manipur Chief Minister N Biren Singh on Wednesday said that there is an urgent requirement of stringent verification methods and coordination between the Aadhaar issuing agencies, the ILP enforcing authorities and the local administrative machinery so that only deserving people are provided with identity papers.
In a post on X, Singh wrote, "I appreciate the enhanced measures undertaken by the State Government to strengthen and streamline the Aadhaar issuance process in Manipur. These efforts are critical to safeguarding our integrity and identity."

This statement by Singh came in a day after the state included one of the strictest means of issuing Aadhaar cards to adults to facilitate a sound scrutiny, high security as directed by the instructions of the Ministry of Home Affairs and UIDAI.
Officials said, "Each case of adult Aadhaar has to be mandatorily scrutinised and approved only at the level of state HQ in the office of Special Secretary ."
On one hand, Singh describes that it is also necessary to keep in mind that Manipur is a state, where the system of ILP is functioning to government restrictions on entry and residence of non-local people.
"The Aadhaar issuance process and all related matters must always adhere to the provisions of the ILP to prevent unauthorised settlements and protect the rights of the indigenous population," he said in the post.
It gives reference to the previous incidents when non-Manipur citizens inside the state have lived on virtue of dubious papers, Singh said, "According to a media report, one late Nehginpao Kipgen, who was born in Teijang, Myanmar in 1975, but later came to Manipur for education, went on to study in other parts of the country and abroad, and lived as an Indian citizen."
"This is a classic example of how the origins of certain individuals were never seriously questioned in this part of the country, and over time, they freely and covertly became citizens of India through unchecked processes," Singh added.
Singh even mentioned one more case of the professor of Hyderabad University and his family whose names can be found in the electoral documents of Churachandpur in 2005, but previously there is no sign of such names there. He added that his case had been known when the Chief Judicial Magistrate, Imphal West directed the police to conduct a thorough investigation to confirm his status of citizenship.
"The lapses should not be tolerated. Tight verification processes and coordination between Aadhaar issuing agencies and ILP enforcement authorities, as well as the local administrative agencies are a must-do to ascertain that the identity documents are issued only to those that deserve and rightly so. This is not merely an administrative problem but also a national security issue", added Singh.
