The draft list occurs as part of the special intensive revision (SIR) of the voter list of Bihar that is being undertaken by the EC but the opposition parties are protesting against the use of the exercise as they allege that it will deprive a large number of interested citizens of their voting rights through the lack of documents.
In a search to find an argument about the matter, the opposition protests are causing a slowdown of both Houses of Parliament since Monsoon session started on July 21, 2012.
The EC has claimed that no citizen who is eligible would be excluded on the voters lists.
The last electoral roll will appear on September 30.
