The central government also told the apex court that around 4.7 crore ration cards have been added under NFSA in the last eight years. The overall national limit under NFSA is 81.4 crore beneficiaries and some states are yet to reach their state limits.

The Center told the Supreme Court that since the enactment of the National Food Security Act (NFSA) in 2013, India's per capita income has grown by 33.4 per cent in real terms. In an affidavit filed in the apex court, the central government said that this increase in per capita income of the people has taken a large number of families into the higher income bracket. The Center has filed this affidavit in the apex court in response to a petition seeking welfare measures for migrant workers.
The government notified the National Food Security Act, 2013 on September 10, 2013. It aims to provide food and nutritional security across the human life cycle by ensuring access to adequate quantities of quality food at affordable prices for people to live a life with self-respect. The Act provides for coverage of up to 75 per cent of the rural population and 50 per cent of the urban population for receiving subsidized foodgrains under the Targeted Public Distribution System (TPDS).
