The Congress chief wrote in an article in 'Hindustan Times' that the earlier independent institutions have now become a tool of the executive, working in a partisan manner.

"As a result, election results are being distorted on the basis of money earned through electoral donations and connivance with industrialists. Government agencies go after any political party opposing the government," he said. Gandhi's article comes amid the Congress's ambitious 'Bharat Jodo Yatra' being taken out from Kanyakumari to Kashmir. The aim of the yatra is to counter the perceived division in the country and rejuvenate the party organisation.
