Common consumers can also demand green electricity from the discoms of their area and according to the new rule, no discom can refuse to give green electricity.

Industrial and commercial consumers will be able to order green electricity from anywhere. The Ministry of Power has notified a new rule called Green Energy Open Access in this regard. According to this rule, a businessman of Delhi and an entrepreneur doing industrial production can ask for green electricity from the electricity distribution company (discom) of Uttar Pradesh or Rajasthan.
To implement the Green Electricity Open Access Rule, the Ministry of Power will form a nodal agency and a portal will also be prepared. According to the Ministry of Power, all preparations will be made to implement open access of green electricity in the next 60 days. Any entrepreneur or businessman will apply for green electricity through the portal so that the demand for green electricity will be known on denial.
On applying for green electricity, the approval process has to be completed within 15 days. Failure to do so will result in the application being considered approved. It is not yet decided what the green electricity rates will be. The Electricity Regulatory Commissions of the states will decide the rates of green energy.
