According to airport operator DIAL, passenger load of 15 million in Terminal 2 will shift to Terminal 1.

Delhi Airport T2 to Shut Temporarily: The Terminal 2 (T2) of Delhi's Indira Gandhi International Airport (IGIA) will be closed temporarily for a period of about four to five months from April as part of the continuing expansion project, the airport operator - DIAL - has said. DIAL (Delhi International Airport Limited) Chief Executive Videh Kumar Jaipuriar observed that the T2 closure is necessitated by infrastructure enhancements to augment capacity. Terminal 2's present passenger load of 15 million will be shifted to Terminal 1 (T1), which is expected to resume full operations by March 15 after upgrading, PTI reported.
In order to cater to the increasing number of passengers, DIAL is planning to convert a portion of Terminal 3 (T3) - Pier C, which is used for domestic flights - into an international passenger terminal. This adjustment will increase T3's international handling capacity to 32 million passengers in line with demand anticipated in the next four to five years.

Jaipuriar noted that T3 is already beyond its planned capacity. It was originally built for 34 million international passengers but is managing about 45 million now.
In addition to terminal closure, one runway will also be upgraded to install an Instrument Landing System (ILS) to CAT-III B compliance.
"This enhancement will ensure that flight operations are not hampered in case of low-visibility conditions especially in winter when fog is prevalent in Delhi," said the officials. The runway upgrade will be completed before winter.
