Operation “Ankush”: North East District proactive steps curb organized as well as petty crime
Operation Ankush, initiated by the North East District of the Delhi Police has made a significant achievement in controlling organized and petty crime in the area.

Due to its unique topography and geographical meets & bounds, high-density population comprising of low-income group people inhabiting in unauthorized colonies, North-East District has different characteristics as compared to any other district in Delhi.
From law & order and crime point of view, this district has always been a difficult district and poses great challenges before police.
“As per directions of worthy Commissioner of Police, Delhi, a proactive strategy for prevention of street crime and organized crime has been adopted by Delhi Police. Therefore, there was a need of pragmatic and strategic approach. The prime challenge was to re-energize and motivate the police personnel at ground level and secondly, there was a need of one such banner under which whole police team can work in a dedicated manner to bring desired changes. Therefore, the crime pattern and peculiarities of the district was analyzed and on the basis of outcome Operation “Ankush” was launched,” Sanjay Kumar Sain, DCP, North-East District, Delhi, said.
Operation “Ankush” was conceptualized with encompassing over the specific needs of the district and a specific policy was devised and executed for specific crimes.
1. Shock Wave Policy – to erase the influence of criminal gangs from the district.
2. Zero tolerance policy towards organized crime – a crackdown against kingpin of organized crime and their aides.
3. Proactive approach- The tested and trusted basis policing measures that are still the backbone of modern policing.
4. Improvised night patrolling pattern to increase effective presence and visibility of police during odd hours.
The following are the objectives of “Operation Ankush”:-
To have more effective check/action against street crime and persons/gangs/groups involved in criminal activities
To eradicate the evils of organized crime like bootlegging, drug paddling, gambling etc.
Close surveillance/vigil over listed criminals (BCs)
Stringent action against known criminals by opening History Sheets, externment proposals and initiation of proceedings under the provisions of MCOCA and PITNDPS Act.
To instil fear among criminals and instil sense of safety & confidence among residents of the district
To build better coordination with public for free flow of information.
The following results obtained under Operation “Ankush”
More than 6500 persons arrested under the provisions of IPC
More than 1500 persons arrested under the provisions of Other Acts
More than 10000 persons arrested under different provisions of law.
The above results have been achieved by stringent proactive action following the principle “Prevention is better than cure”.
Preventive Action
5189 persons arrested under the provision of 107/151 CrPC
More than 300 persons arrested under the provisions of 109/110(g) CrPC.
Action against 9978 persons was taken under 92/93/97 DP Act.
9299 persons were arrested under 40 (a) Excise Act
More than 3,06,252 persons were detained under the provision of DP Act.
More than 1500 History Sheet Exist in the district and 103 History sheets were opened in the year 2021
Constant check over listed criminals were effective and 38 BC who were running absent were traced in the year. Total 278 BC were arrested for their involvement in crimes.
219 proposals for externment of criminals have been initiated. 58 criminals have been bound down and 5 criminals have been externed after concluding the proceedings.
Proposals under MCOCA and PIT NDPS Act have also been initiated against the persons involved in organized crime.
Specially designed Operation “Ankush” was implemented earnestly at ground level with well directed and result- oriented approach andthe success of the operation lies in the following facts.
No gang rivalry incident. Erased influence of criminal gangs in the district& breaking the fascination of crime & criminals among youths
Busting of rackets of organized crime and arrest of kingpins of organized crime.Arrest of notable criminals having association with criminal gangs
Significant drop in street crime calls. Success in curbing and solving the street crime.
Detection of huge quantity of prohibited narcotics and psychotropic substance, arms & ammunition, illegal liquors, stolen vehicles.
Recovery of robbed/stolen property having worth of crores.
Besides, prevention and detection of crime on daily basis, District Police working on root cause of criminal incidents and to counter it working over long term strategy and the following steps have been taken in that line:-
Re-alignment of jurisdiction of PS Shastri Park with the adjacent police stations to ensure increased police presence and effective use of available resources.
Proposal to erect High mast light for proper illumination of the crime prone Yamuna Khadar area particularly adjoining GT Road, Pusta Road and Signature Bridge Road
Proposal for construction of boundary wall of 6ft height alongside GT Road, Pusta Road and Signature bridge road to close escape routes/easy access of criminals towards Yamuna Khadar Area
Proposal for a new police station in Nand Nagri Sub-division.
