Indians run to other countries to get booster shots while India stays quiet on administering them

The Omnicron variant of the Corona Virus pandemic has taken a toll on the entire world. While a majority of the countries are advising their citizens to get a booster shot, India is way behind giving a booster dose. With the ongoing debate on equal vaccine distribution and the reluctance of the Indian government to roll out Covid booster shots quoting the lack of scientific evidence, Indians are traveling to countries that are administering booster shots to tourists with valid visas.
As Omicron coronavirus cases in India rise, those who can afford it are flying to UAE, US, and the UK to get their booster doses of the Covid-19 vaccine. Sources have confirmed that tourists with valid visas can be administered booster doses in Abu Dhabi and Al Ain, and a lot of tourists have been confirmed who've come to Abu Dhabi for specifically for their booster shots.
India has not yet started administering booster doses to its citizens, and the Indian population is still not fully vaccinated with both doses. Congress Leader Rahul Gandhi tweeted asking when will the current government start administering the booster dose.
The question of giving out the booster dose amidst the current scenario was also raised in the upper house of the Parliament. The Rajya Sabha was told that the National Technical Advisory Group on Immunization (NTAGI) and National Expert Group on Vaccine Administration for Covid-19 (NEGVAC) are deliberating and considering scientific evidence on the need for booster doses. While India shows reluctance in giving the booster doses, the rich have taken it upon themselves to get their booster shots.
