The UP State Women Commission, which received the complaint from a victim who sent it to the Prime Minister, Chief Minister, and other authorities, acted on it to lodge the FIR. The complaint contained 12 obscene photographs, some of which were allegedly taken inside the Dean's office, showing the professor's inappropriate behaviour towards some students.
There have been continuous complaints against Kumar for sexually exploiting women students over the years; however, he has always remained chief proctor of the institution.
