According to the UP government's proposed population control bill, persons with more than two children will not be eligible for government jobs or subsidies.
The draft has been posted on the commission's website for public comment till July 19, with state minister Yogi Adityanath due to launch a new population policy for Uttar Pradesh for the years 2021 to 2030 on Sunday.
The Yogi Adityanath-led Uttar Pradesh government is set to announce the first draught of the Uttar Pradesh population (Management, stabilization, and Welfare) Act, 2021 on World Population Day, July 11, Sunday, to encourage people to cooperate with population control. Benefits from state-sponsored welfare systems will be limited to people with two or fewer children with the passage of a new law. The UP State Law Commission has asked for public opinions on the draft within ten days, or by July 19. The commission will submit it (the UP Population Bill) to the State Government after considering public feedback.

Increases in pay, promotions, and housing concessions are among the proposed benefits for government employees with one child. Tax rebates on water, housing, and house loans are among the benefits provided for those who are not government employees. Furthermore, if a parent of a single child chooses vasectomy, the youngster will be eligible for free medical care until the age of 20. These children are also offered free schooling, insurance, and preferential treatment.
The state's overall fertility rate is at 2.7 percent, although it should ideally be less than 2.1 percent, according to a government spokesman. Amit Mohan Prasad, the state's additional chief secretary (ACS) for health, said the state's population policy is being developed after reviewing numerous studies, including the National Family Health Survey (NFHS)-04. Because the NFHS-05 is expected to be released soon, targets will be established for two phases: 2026 and 2030.
A couple living below the poverty line with only one child who voluntarily undergoes sterilization on oneself or spouse will be eligible for a one-time lump-sum payment from the government of Rs 80,000 thousand if the single child is a boy and rupees one lakh if the lone child is a girl.
