The Ministry of Home Affairs, Government of India, had registered a case of corruption against Delhi's Deputy Chief Minister Manish Sisodia and approved the investigation. This approval was given regarding corruption in the formation of Feedback Unit (FBU) of Delhi Government and illegal appointments made in it. In this case, the CBI started its investigation by registering an FIR in November 2016 and found that corruption has been done in the formation of this unit and it has been formed keeping the rules in check. This investigation was done by the CBI under the then Deputy Secretary Vigilance, Government of Delhi. S. On the complaint of Meena.

In February 2016, the Delhi Government had constituted the Feed Back Unit to keep an eye on the corruption and functioning of the employees working under it. The formation of FBU was approved in the cabinet meeting of Delhi Government held on 29 September 2015. After that, the then Vigilance Secretary proposed the formation of FBU to the Chief Minister of Delhi on 28 October 2015, which was approved. Initially 20 recruitments were to be done in this unit, for which 22 posts of Industries Department of Delhi Government were to be abolished, but later out of 88 posts of Anti Corruption Bureau of Delhi Government, there was talk of making 20 recruitments in FBU, because ACB also works under Vigilance Department. Although the 88 posts that were being talked about to be filled in the ACB were only a proposal, for which the approval from the Lieutenant Governor was not taken.
