In the FIR lodged by the CBI, the then Vigilance Secretary of New Delhi Sukesh Kumar Jain, retired CISF DIG and Joint Director of Feedback Unit and Special Advisor to Chief Minister Arvind Kejriwal Sukesh Kumar Jain, retired Joint Deputy Director Pradeep Kumar Punj (Deputy Director FBU), CISF Retired Assistant Commandant Satish Khetrapal (Feed Back Officer), Gopal Mohan (Advisor to the Chief Minister of Delhi) and others. In February 2016, the Delhi Government had constituted the Feed Back Unit to keep an eye on the corruption and functioning of the employees working under it. The formation of FBU was approved in the cabinet meeting of Delhi Government held on 29 September 2015. After that, the then Vigilance Secretary proposed the formation of FBU to the Chief Minister of Delhi on 28 October 2015, which was approved. Initially 20 recruitments were to be done in this unit, for which 22 posts of Industries Department of Delhi Government were to be abolished, but later out of 88 posts of Anti Corruption Bureau of Delhi Government, there was talk of making 20 recruitments in FBU, because ACB also works under Vigilance Department. Although the 88 posts that were being talked about to be filled in the ACB were only a proposal, for which the approval from the Lieutenant Governor was not taken.
